Deshamanya Professor Emeritus W. D Lakshman

Vice-Chancellor (1994-1999)

W. D Lakshman received his post primary and secondary education at VidyalokaVidyalaya(now Vidyaloka College) in Galle and entered the University of Ceylon at Peradeniya in 1960. He was awarded the University of Ceylon scholarship based on his performance at the University Preliminary Examination. He obtained the degree of Bachelor of Arts in Economics specializing in Money and Banking – the subject specialization still considered as elite specialization in Economics. He was appointed Assistant Lecturer in Economics in January, 1965.

Prof. Lakshman preceded to the prestigious University of Oxford in the UK for his doctoral studies on a University Scholarship in 1968 and resumed work in 1973 having obtained a Doctor of Philosophy (D. Phil). Prof. Lakshman having been a student in the first batch of Sinhala medium undergraduates realized the difficulties faced by the students due to lack of books in Sinhala. He started writing books in Sinhala during his assistant lecturer days and continued with this practice during the rest of his career. He also contributed significantly to the translated literature in Sinhala on economics, of which a major highlight was the translation, editing and publication of the Sinhala translation of the renowned textbook in economics written by Professor Paul Samuelson.

Prof. Lakshman, while serving the University of Peradeniya as a Senior Lecturer in Economics, was appointed the Professor (Chair) of Economics in Colombo and the Head of the Department in the University of Colombo in October, 1982. Subsequently, he was promoted to the grade of Senior Professor in August 1992. Prof. Lakshman pioneered postgraduate taught programmes in Economics both at Postgraduate Diploma and Masters Levels, in addition to the reorganizing and restructuring research degrees at Masters and Doctoral levels offered by the Department of Economics. His research over a period of forty years covered a wide range of subjects including poverty, growth, equity, unemployment, public enterprises, structural adjustment policies, agriculture and industrial development, rural development, international trade, international finance and globalization. Prof. Lakshman’s contribution to development of human resources in the Department of Economics and more generally to promotion and up-grading of economic teaching in the country is extensively recognized. In this endeavour a Dutch Government funded project of collaboration between Colombo Department of Economics and the Institute of Social Studies in the Hague from 1987 to 2000 was enormously helpful and Professor Lakshman’s contribution in the development and management of this foreign aid project was of far reaching significance. Due to these efforts, by the time Prof. Lakshman retired from university service, the Economics Department of Colombo had become the uncontested leader in economics teaching in the entire university system in Sri Lanka in terms of the number of qualified teachers, quality of teaching and the variety of postgraduate courses on offer.

Prof. Lakshman was appointed a Research Professor at the Faculty of Graduate Studies in March 1991 and subsequently he was appointed the Dean of the Faculty in September, 1991.  As the Dean, Prof. Lakshman made significant changes to the structure of the Faculty of Graduate Studies and by introduced many postgraduate courses in several multi-disciplinary areas.

Prof. Lakshman was appointed Vice-Chancellor of the university of Colombo on 19/12/1994 and held this office with distinction up to end of March 1999, when he resigned from this position in order to take up a Visiting Professor assignment in a Japanese university. During his period as Vice-Chancellor, he was instrumental in re-structuring the undergraduate programmes at the faculty of Arts. The semester based modular system was introduced to the University of Colombo during his tenure. He also contributed a great deal to the development of the University particularly in areas such as postgraduate education, link programmes, staff development and infra-structure developments. A number of building projects were either initiated or carried out during his term of office. The main Library Building stands a monument to his efforts. Another foreign funded research project initiated due to the efforts of Prof. Lakshman was instrumental in bringing to the University the Project widely known within the university as the JICA Project.

The establishment of the Staff Development Centre (SDC) for capacity and skills development of both academic and non-academic staff of the university was a noteworthy contribution of Prof. Lakshman. The Centre continues excel further and some of its qualifications are accepted by a coordinating agency of university staff development centresin Britain.  The SDC of Colombo provides training facilities to the entire university system in Sri Lanka. The Career Guidance Unit, the Graduate Foundation, Research Management Unit and various other projects were established under the guidance during Prof. Lakshman’s tenure of office as Vice Chancellor.  The community service projects in Kurunegala and Weligatte were established during Professor Lakshman’s period as Vice-Chancellor. The Weligatte Project has been converted into a fully fledged Institute for Agro Technology and Rural Sciences in 2008. The Western Campus at Horana later re-named as Sri Palee Campus of the University of Colombo was another initiative of Prof. Lakshman as Vice Chancellor.

In 1998, Prof. Lakshman was appointed the “S. W Brooks Visiting Professor of Queenlands University, Australia, a Professor in the Faculty of Economics of the Ryukoku University, Japan for a period of two years in 1999, and Professor in the Faculty of Economics, Saga University, Japan in 2004.

Professor Lakshman’s involvement in policy related activities was extensive. At different times of his career, he held the positions as a Member, National Task Force for Industrial Development, Member of the National Task Force for Educational Reforms, Member and Vice Chairman, National Development Council and Board Member, Sri Lanka Foundation Institute, and Chairman of the National Institute of Business Management.  His involvement in non-governmental sector activities included honorary chairmanships at Social Scientists Association, and International Centre for Ethnic Studies. After retirement from university service he held the position of Senior Advisor, Ministry of Finance & Planning for two years on the invitation of the government and now holds the position of Chairman of the Institute of Policy Studies on invitation.

In recognition of his excellent services towards national development Professor Lakshman was honoured with the title of “Deshamanya” in 2005.

Professor Lakshman’s forty three years long academic career of which twenty five years were as Professor and Senior Professor was concluded on 27th October 2007. The University of Colombo taking into consideration the excellent academic career of Professor Lakshman granted him the title of Emeritus Professor in 2008. His colleagues and friends have joined together to edit and publish two separate felicitation volumes in his honour, one in English and the other in Sinhala.

The University of Colombo, in recognition and appreciation of the excellent services rendered by Prof. W. D. Lakshman to higher Education in particular and to the country in general, conferred on him the Degree of Doctor of Letters (HonorisCausa) at the convocation of the University of Colombo in 2008.

Professor Oliver Hector De Alwis Wijesekera

Vice-Chancellor (1967)

Born to parents, both of the teaching profession, O.H. de A. Wijesekara started his school career in a bilingual school at Induruwa. He then spent a brief period at one of Galle’s leading schools, St. Aloysius College, and later gained admission to Ananda College, Colombo.

He was however, destined to follow a different career path. At the University of Colombo, Dr. G.P. Malalasekara , who was then head of the department of Sanskrit, Pali and Sinhalese was searching for talented young men to train them in various fields of  Ideological and Buddhist studies, which were gaining recognition in the University. At the same time Venerable Rambukwelle Siddhartha Mahathera, Senior Lecturer in the Department    was inculcating in his pupils a love for indigenous literature and the culture of the land.

Dr. Malalasekara was able to persuade him to take an interest in Pali Studies in the University. He specialized in Indo-Aryan Honours for the Degree and secured a First Class being also placed first among all the candidates who sat for the London University Examination in Arts, in 1932.

After winning a Government Scholarship on the result of a Final Examination, he proceeded to the School of Oriental and African studies, in London and obtained his Ph.D.  He took to the study of Sanskrit and Comparative Philosophy and Indian Philosophy, dipping also into Western Philosophy for purposes of comparison – all these subjects showing an important bearing in his research work. Specializing in Vedic and the Upanishads, he obtained the Master’s Degree, and the Diploma of the School of Oriental Studies in Indian Philosophy.

He returned to Ceylon, in 1936, and was appointed as an Assistant Lecturer in the Department of Sanskrit, Pali and Sinhalese where he found that his specialized knowledge of all the three languages was a great asset. He contributed in no small measure, both by example and by guidance, to the stimulation of research in Indology and Buddhism in the University. He began to contribute to learned articles on Vedic and Buddhist topics to the University of Ceylon Review of which he was one of the earliest Editors and also published papers in journals of international repute.

Dr. Wijesekera actively contributed along with Prof. G.P. Malalasekara in conducting courses both at the University of Ceylon and Vidyalankara Pirivena for the Buddhist Monks with a view to initiate learned Buddhist monks, steeped in traditional knowledge, into critical and comparative studies of these subjects and as a pioneering effort to teach these subjects at an advanced level in the Sinhala medium at the University and outside.

He was also a keen student of music and developed a special aptitude for classical Indian music and contributed articles on various musical topics to Sinhalese journals and weeklies. Another of his cultural interests was Sinhala drama which he avidly pursued from his days at Ananda. Later at the University, he wrote a few plays and produced them with acclaimed success.

When separate departments of Sinhalese and Sanskrit were created in 1943, Dr. Wijesekera was appointed the Head of the Department of Sanskrit, and in 1948, he was appointed as the first Sri Lankan to the Chair of Sanskrit of the University of Ceylon. He served as Dean of the Faculty of Oriental Studies from 1956 and as Dean of the Faculty of Arts from 1963. In 1959, he was invited by the German Universities Association to deliver a series of lectures on Indology and Buddhism and delivered the annual Joachim Wach Foundation Lecture on Comparative Religion at the University of Marburg. In 1963, he served the University of Pennsylvania as a Guest Professor, lecturing on Indological subjects. During the next year Prof. Wijesekera was invited by the Ministries of Culture in India and Japan to lecture at Universities in those countries. In 1966, he severed as one of the six panel speakers at the XIth Conference of the International Congress for the History of Religions held at Claremont, U.S.A, where he contributed a paper on Hinayana Buddhism. He served as Visiting Fellow of Harvard University and Smith College, Northampton, Massachusettes.

In 1967, he resigned his post in the University of Ceylon to accept the appointment as the first Vice-Chancellor of the new ‘University of Colombo’ but resigned from the post after a short period owing to a crisis which arose as a result of student agitation over the name and status of the University. In the same year he was appointed Professor Emeritus  of the University of Ceylon, Peradeniya. The University of Colombo honoured Professor Wijesekera by conferring the Degree of Doctor of Letters (Honoris Causa) in the year 1970.

In later years he has devoted more attention to the study of Religion paying special regard to Buddhism as a religion, motivated mainly by the requirements of teaching this aspect of the subject during his several assignments in American Universities. He has analysed and examined the data of early Buddhism in this light and presented the Religion and Psychology of Buddhism to students abroad in a scientific form.

Enjoying the peace and quite of a retired life he has been devoting a good part of his time to research studies on Buddhism. Professor Wijesekera passed away on 1st February, 1990.

Professor Wijesekera has enjoyed has much success in his domestic life as in the academic sphere and it would be inappropriate, therefore, to conclude this account without referring to  his  wife who must necessarily share the credit for his achievements. She was one of his pupils at the University College, Colombo, a graduate in Indo- Aayan, who with her genial nature and understanding, has been an unfailing source of encouragement to him in all his activities. Our cordial wishes go to Ms. Wijesekara and the family for their continued happiness in the future.

Human Resource Development (HRD): Scholarship program for M. Phils/Ph.Ds

The University of Colombo has received 16 Scholarships for the junior academics to pursue their studies leading to M. Phils/Ph.Ds. The candidates are entitled to obtain funds under different cost components such as living allowances, academic allowances, computers and equipment, air fare for any overseas training, health insurance and bench fees. Total of Rs. 50 million is distributed among the 16 scholarship holders.

Early Childhood Development Centre

Early Childhood Development Centre  was established by the University of Colombo on 18.05.2006 for the benefit of the University employees and both the Undergraduates and Postgraduate students.  This facility has been extended for the children of the general public in 2007.

Children between the age of  2 ½ – 12 years are eligible to gain admission.

The following information is for the kind attention of all the parents/guardians of the children who are under the care of the Day-Care Centre/Early Childhood Development Centre;

  1. The children who are admitted to the Day-Care Centre  must be handed over to the Centre between 7.30 a.m. and 8.30 a.m.
  2. The Child needs to be picked up from the centre, before 5.00 p.m.
  3. The Child is not eligible to be under the care of the Day Care Centre once he/she completes the age of 12 years.
  4. The fee due to be paid to the Day Care Centre must be paid before the 10th of each month.
  5. The mother /father or the guardian of the child must accompany the child every day when the child is brought to and picked up from the Day Care Centre and also must sign to the effect that the child is admitted in and taken back from the Centre each day.
  6. The parents who bring in children to the Centre must refrain from staying at the Centre.
  7. The telephone calls in relation to a child must be given only to the Centre Telephone and not to the mobile telephones of the personnel working in the Centre.
  8. Children who are sick should not be brought to the Centre until they are completely cured.
  9. The parents are requested to refrain from requesting special treatment or preferences or privileges to their children.
  10. The daily programmes of the Childhood Development Centre are designed to match the educational and psychological needs of the children in general.  The parents are advised not request the staff of the centre to involve their child to such general activities or request that their child must be involved only in certain selected activities.
  11. The Centre has a duty  to train children to identify the local culture and the customs and also which is right from wrong and how to identify good from bad.  As such, when general activities of the Centre such as the Sinhala Hindu New Year, National Day, Wesak Festival, Games Day are organized, Parents are advised to encourage the children to take part in such activities.
  12. Children are expected to take part in religious observances daily. Hence the parents are requested to hand over the child before the commencement of religious observances.
  13. The child learns various things by experiencing the environment. To expose the child to  various experiences filled with education and fun, environment related trips will be organized.  Trips to the National Zoological Gardens, Sathutu Uyana, with the participation of the parents, could be organized to achieve this purpose.
